Won L-Kine Operating Voltmeter car, K7041-8011 from auction site. Got it today and see no instruction paper. Not sure if it suppose to come with?

One other thing, auction site said that car  "AC Voltage Meter Only No Wire or Bracket". I inspected car and dont see anything missing and tested it on my track, everything is working. Did it suppose come with other wires and bracket?

I have the PRR version of that car and find it to be very useful.  If the light on top lights and the needle on the voltmeter moves when you put it on the track and apply voltage to it then it is working.  There are no other wires or brackets to assemble.

FWIW attached is a scan of the instruction sheet that came with mine.  As you can see, it’s pretty brief.  They don't even explain how to change the light bulbs or what bulb numbers to use.  Hopefully I’ll never burn them out!

But as Jimmy said, you just put it on the track and pull it around the layout.

For the most accurate readings, place it directly behind the loco. The load from the loco will load the track voltage down and the meter will read it.

If you place the voltmeter car in the middle of the train, since it draws very little current, you will not be able to find high resistance connections in the track.
