Is the Lionel 6-14185 absolutely necessary to wirelessly control the 6-12054 Operating Track or 6-12020 Uncoupling only FasTrack from my Legacy CAB2??? If not, what would the programming be?

You need a TMCC/Legacy receiver to control either of those tracks as they're strictly wired accessories. So the answer is Yes, either the 6-14185 or some other command accessory controller box would be necessary to operate them from your remote.
