when you push whistle button to activate whistle it shuts off whistle and train goes faster and smoke unit works, when you let off button the whistle runs non stop and unit tends to run slower all wireing appears to be correct to and from transformer and to whistle control unit

as I understand it, polarity is everything.
try reversing the two leads on your lockon.
Ive done that before and it worked.

Sounds like you are bleeding DC on to the rails constantly. If the transfer is connected separately does the whistle blow? If not, the K-line black whistle box may be bad. G
even when just transformer is hook up the whistle still blows
Are you able to try a different transformer, or a different locomotive? It may be that the transformer or your locomotive have a problem, rather than the whistle button being at fault.
It sounds like the whistle control circuit in the tender has gone bad. The Lionel solid-state boards go like this sometimes too. I believe it is usually a transistor that can be replaced.
as long as you don't go above half throttle the whistle stays silent as soon as you go above half towards 3/4 throttle on it comes again...
Usually the transistor opens and prevents operation. I don't know if that transformer is a pure sign wave like a postwar or uses an electronic control for voltage. Nicole's advice is sound to try another transformer or try another whistle tender with this transformer. That will isolate the cause to the tender or the transformer. G
