Im looking to buy about 12 packs of Kadee #740. Does any dealer offer quantity discounts? Will any dealers be at York?

Harbor Belt Lines owned by Dave Thompson is in the Orange Hall. His location normally is at the end of the aisle near the Williams display- You may want to check the hall monitor to see the dealer location map. Dave is a Kadee dealer as well as many O scale 2 rail manufacturers.

I usually get mine directly from Kadee as most of the time when I look at the online places they usually don't have the quantity I need in stock at anyone one time.
When the last order I placed came in I noticed there was a single pair of couplers in the package, didn't they use to come with 2 pairs (enough for 2 cars), or am I dreaming???
If you want to pick them up at York I would suggest contacting the dealers now and ask them to bring what you need. I have had no luck finding them there but a few dealers like Norm's O scale said they had them but didn't think its worth bringing them to York.
I get mine from English's hobby aka Bowser, in Montoursville, PA. They stock the complete line of Kadee. They don't do York though.
