Well, control-wise I would say "yes". The gearing is very likely different. I would suggest not connecting them and leaving a gap when you test. If they pace each other, great. If they're clearly running different speeds, I'd say to quit right there.
Yes, but the Legacy unit would have to be set to "TMCC" mode if you are using the Cab2 remote. Also, if the Atlas unit does not have speed control (EOB, Cruise Commander, etc), you will have to disable Odyssey on the Legacy unit.
