That's from the time when the tooling was modified and used to make the plastic 675-style locos for the New Englander set and the two separate sale versions.  The chassis it was sitting on was for those locos and the Blt. by Lionel builders plates that would have been on it during the postwar period were replaced with blank rectangles.  It was die-cast, but the left cab side was warped.  There was no boiler front, trailing truck, motor, any side rods or linkage, or e-unit in it.
