I'd suggest a reset on the locomotive. One of my 3rd Rail E8's did this to me, while the rest have no issue with cab-1 through the legacy controller.

It is certainly possible even if it is new. My E8 was one of 4 powered units and it ran briefly under command, but oddly. Then it simply stopped with the lights on.
While my 3rd Rail 3 rail locomotives are all ERR with TMCC, I think the reset is the same. Let me go digging for a manual and post the reset sequence. It's been a while for me as resetting mine has been an around to it project. :-)

This happens at my club all the time. The usual problem is that the engine wasn't programmed correctly using the Cab-1.
Follow these instructions: With the power to the engine off put the engine's Run / Program switch into the Program position,
turn on the power, press ENG, enter a two digit number between 10 and 99 (do not use 1 to 9) on the Cab-1 keypad, press the set button on the Cab-1, listen for the whistle, (if there is no whistle there is a problem), turn off the power for 10 seconds (very important), put the Run/Program switch to Run, turn on the power, Press ENG, enter the engine's 2 digit number, push the whistle button. The engine's whistle should blow and the engine should start up.
I have had rare cases where the engine could not be programmed because the wheels / pickup rollers were dirty. This has happened even with new engines. Cleaning the wheels and rollers solved the problem.
Another problem could be that the Cab-1 batteries are dead. This happened to me once.
Note: The Cab-1 uses addresses 1 to 9 to build consists. The Cab-1 can only accept 2 digit engine numbers. Most people select either the first two or last two digits of the engine's number.

i got it running and it runs well except the cab light is flickering, i am guessing that might be a loose connection or something

If the cab light is flickering, hold your hand on the top of the locomotive. IF that stops the flicker, you have an antenna issue.
Thanks. It is a regular pulse .. the light in the cab of the engine. I put my hand over it and it didn't affect it. I will also say that some of the controls to the engine (like change direction) take several taps on the controller, so i think that you might be on to something. is there a procedure to check the antenna?

Is it a single pulse or multiple blinks separated by a small delay and then repeating?

Yep, a video of the blinking would be useful here, but a steady single blink is the code for a drive motor issue.
