Does anyone know where the fuse is located inside the Legacy Base unit and can I replace it. My base is dead and I have already tried a new transformer TMCC-2

My Legacy base 'died' a few months ago, no lights, no signal, nothing. Turned it on one day and it was dead, had been working fine the last time it was used. It had to go back to Lionel for repair, which they did at no charge and also provided shipping both ways. Very nice!! Also, it was well past it's original warranty by several years. Lionel did a fine job repairing it and it's been working just fine since it's return.
Send it back to Lionel. There's a lot more than a fuse that can go wrong inside the command base.
My 993 did that once. I don’t remember a fuse inside, but it was a bad full wave rectifier. I did blow a fuse in a second power supply, by trying an extra power supply.
I just sent a 990 set to Lionel last month (different issue…no reverse switch), and it came back fixed in a couple weeks. No charge with free shipping both ways.
I have replaced the fuse in several Legacy bricks with a PTC. Provides the protection, and never needs replacement.

And the best probably. They will want the CAB2 and the Base together. You can sandwich some bubble between the Base and the Cab. They seem to be doing well on time, but sending it before the post Christmas rush is probably a good thing. Call them because it takes a few days for them to answer email.
Cjack is correct, don't use email and call them before the holidays to get on their schedule before they get too busy. Plus all the other advice he offered above.
As the others said best to send it to Lionel. There was once I did find the power jack was loose on a 994 charger and replaced it myself but even if that was the case the 992 base has quite a bit more in it as it’s more than just a charger 😉

AFAIK, the charging base is just that, a charging base. What else did you find in there? It has no other function, so I don't know why there'd be anything else in there. I've had the command base open (it's busy in there), but never took the charging base apart.

My bad I fat thumbed 993 instead of 992. The is definitely not much of anything in the 994 charger. The 992 base has that charger plus some more. As GRJ said definitely busy
