You should be able to apply DC to the wires and actuate the coupler. 12VDC should do the trick. There is an easier method of testing it, just move it's plug to the rear coupler connector and see if the coupler works there. If so, it's probably the RCMC board.
I confess as to not having tested any of the new couplers since the RCMC electronics, the issue has simply never come up yet. I'd check the wiring between the coupler and the board, and of course check the resistance of the coupler. I would expect the resistance to be less than 10 ohms if the coupler is functional.
Not working with DC applied. Not sure what is wrong with it.
I'm leery to attempt a test via the RCMC board........ $11 piece so I just ordered one from Lionel.
Biggest job with these small switchers is getting inside. I changed out the smoke wicking while in and a drop of oil to the smoke motor shaft made a nice difference in the noise of that little motor. One truck was loose to so that is also done.
