On some other thread someone also mentioned using Goo Gone to remove this tape. I can't say that I have tried it yet although on other Lionel passenger cars (not the new 21" ABS ones) I have used it to remove window strip glue residue and it did not damage the paint behind or around the glue.

So far with the ABS cars I have simply pulled/rubbed the tape residue off with a soft cloth although that leaves some sticky behind. The factory used an industrial grade double-sided tape (which was too wide) obviously not intended ever to come off.

Originally tried Goo Gone & it didn't work well at all. Been using mineral spirits with Q-Tips as this dries more easily than Goo Gone & scrap[ it gently with a paint scraper & then clean again with a paper towel but takes a long time to complete one car. They obviously did use a industrial grade tape. Just thought maybe someone found something that would delute the more easily.

I would leave the tape residue.  It will be less tacky overtime.

I used a #11 Excel Knife to help cut the bound of the tape on the 42 Lionel 21" passenger cars I recently detailed with Preiser 65602 people. 

Any chemical can leave a shine or residue on the body paint during handling.  You won't be opening and closing the car in the future.  Why do you need to clean the tacky tape?
