Lionel #681 Turbine No Magnetraction lost

Lionel #681 steam turbine No magnetraction. Has a large magnet but can not even pick up 1 pc O gauge tubular track. Removed magnet it seem to have plenty of grab to metal. Removed front & middle wheels & axles (Axles must be non-magnetic) Magnet would grab wheels but not axles. Are The bushings a factor? Has anyone had a problem similar to this? I don't expect this engine to grip the track like 1 with traction tires or a newer engine like MTH.
