I recently bought 3 1990's version Lionel bump n go trolleys and the all run like garbage. They are hesitant and just don't run correctly. Maybe that's why they were "a bargain". Any members have any ideas on what I can do (other than use them for scenery)?

Well you could start by giving one a good cleaning and lube and see if that makes a difference. The 1950s ones could be a little jerky but not awful - 90s versions have no excuse. I think they have a contact plate for the bump switch, that may be worn or corroded. Poke around, it can't hurt anything. BTW, Atlas makes a nice trolley.
Thoroughly clean the three non tired wheels. Clean/polish the axle/brass wiper on both axles. Clean/polish the center pickup. Clean the tops of the rails the trolleys are to run.
You should see 100% improvement.
I would agree that you should clean the wheels and the axle wipers along with cleaning the track.
