The cab and frame connect electrically for lights on a spring loaded contact block that is very finicky.  Remove the cab screws, slightly raise the cab and then reach between with plastic tool to pivot that block slightly.  Set cab down, power and recheck.  It's trial and error.   You might be able to reach down from the rear hatch on this model also.  It takes some patience but you will get it.

Could you post the model number? I'm wondering if you have one of the "command ready" SD70s, or if you used the Electric RR TMCC/Railsounds kits.

Assuming the wire harnesses were not modified during the upgrade the only other thing that comes to mind is setting the TMCC feature code; this setting configures the TMCC board functions to match the type (i.e. steam, diesel, electric) and features (i.e. smoke, cab light) on your locomotive. Code 8 would be the most appropriate for your locomotive.

The contact pad looks like this.  A hole is drilled eccentric intentionally.  The spring contact block pivot eccentrically on the cab post and the contact pad moved eccentrically about mounting hole.  Only adjust the one that was moved.  Typically that is the spring block on within the cab.
