I am starting work on the station section of my layout. I have 4 platforms that I want to but on both sides of a section of tracks. Do folks just place them right on top of the base, or do you cut an insert and sink them a little? I think I want to do the latter but not quite sure of the approach.

You have a few options. I am posting photos of the Lionel version you requested that I installed back in 2006. I used several to get the effect I was looking for.
When we did the renovation project last year, I had Alex Mallaie build custom platforms that I much prefer. You might want to consider this as Alex's platforms were very reasonable and look much more realistic in my opinion.
I put mine in as they were built - not at ground level.
These are MTH platforms to match the station. One of which is the operating passenger platform.
