lionel smoke fluid loader -- help

I recently purchased the lionel smoke fluid loader #6-37821. I normally run DCS but do have an old Cab1 and Command base. When I program the unit I can get the lights to turn off and on using the Cab1 but I can't get the nozzle to move. I haven't put fluid in or tried the pump yet because I wanted to test each feature before moving on to the next. Since the lights turn off and on I know it receives a signal. Any ideas if I'm missing something or suggestions would be greatly appreciated.
