You know how MTH has a feature to change the sounds of an engine? What if Lionel did an update of a feature where you can change certain sounds of any LEGACY or TMCC item. For example, if you wanted to change a whistle of a locomotive, you could download a whistle or entire sound package from any locomotive for free to your computer.

That would be great, but it's a pipe dream. I see about 0.0001% of a chance that will happen any time soon at Lionel.
This is the thing mth has right. If mth ever made boards with smoking whistle that you could use to upgrade engines .Lionel would loose market real quick.

Every MTH PS3 engine has the same PS3 board. What's necessary to install a smoking whistle in a PS3 engine is an additional smoke unit, and the Sound File and Chain File to operate it.

Lionel will sell you TMCC and Modular Legacy Railsounds Audio boards. The sounds in the Legacy locomotives sound great to me. Again, that is just me. Lionel has done a great job with the smoking whistle. I am constantly upgrading my steam fleet to whistle smoke locomotives.
Barry is correct on the boards. It is not always a user friendly job to install a smoking whistle in a boiler. JDS will put a smoking whistle in your locomotive. You need to use the transformer to activate it. Still a cool way of getting what you want.
We are at a great time in the hobby and we have some great sounds and operation.
I believe you also need a special PCB Board for the whistle, similar to the pantograph board for GG-1. At least that is what was used with PS-2 3V #1 gauge Triplex. Have not worked on the latest PS-3 Big Boy yet. G
I feel even if Lionel DID do that, most operators would probably do it only once. Once they find a sound set they like, they tend to stick with it.
I did that to a couple of my MTH engines, and have yet to change their sounds more than once.
However...I will say that Electric Railroad could offer a bit more variety in terms of upgrade sound packages, specifically in the steam sound offerings. As good as they are, there are people like me that do want sounds to match the prototype locomotive they're upgrading. For example, there are no 'reasonably accurate' whistles on sound boards for NYC Hudsons or C&O Alleghenies, despite the fact that there are so many waiting to be upgraded.
I live in hope that ERR will release a few more sound sets, they recently did release the turbine sound, so there's always hope.
