Lionel 6-39139 Station sounds dining car. No sounds. Sat on shelf for over a year. Put on track, lights & some static Stopped pressed a short whistle , a little static but no announcements or sounds within 15 seconds of stopping. I did test the speaker 8 ohms which is right. sometimes lights blink Has anyone had any experience with similar problem

Step 1 is to wipe the volume control (potentiometer) back and forth to address a possible bad spot on it. Then test.
Step 2 is to pull the sound board (picture below) and then remove each sound chip and reinstall. The pins on the side of the chip can corrode. You need to use a chip pulling tool only. They are not very expensive and good tool to have for this hobby.

I suggest not trying to "clean" the contacts, just use the tool to unseat the chip and then press it back into place. That clears away any oxidation and allows a good contact. If that's your problem, that operation should fix it. You need to do both chips.

Search on eBay or Amazon for a PLCC Chip Extractor.

I got mine at Radio Shack w/anti static mat unfortunately they are long gone. But I see them on Amazon for about $10.00 I prefer buying local if possible
