This is the second one of these I've seen, both Pennsylvania. Should there be one grooved wheel on only one truck? Seems odd. Normal or do they need to go back?

I have one superbase SF, so i will have to check that...
There should be a traction tire in there which is goofy since it's non powered. My Santa Fe one has normal wheels.

The other truck has all full steel wheels. Since Legacy doesn't use the "trigger wheel" for sounds I can't guess why there would be a rubber tire at all. Especially just one.
No reason for it on a non powered unit.

Ok. Then that tells me that they probably intended to have a regular wheel there. Someone probably grabbed a truck planned for a power B and put it on your superbase.
If it were me, i would just put a tire on that wheel and not worry about it. You have a rare factory flaw...
Somepeople collect the flaws. My dealer had a UP passenger car that was doublestamped U P hearald in wring spot. I almost decided to get that...
But usually its for strange decoration. Doubt a wheel is exciting enough.
Not worth the hastle of sending back imo.
I wouldn't say it's exciting enough to be special, so just put a tire on and enjoy running it.

Will have to send it back as the tire and steel wheel most likely won't be the same diameter and that's not good on a fixed axle.
FWIW, my F40ph came through with one truck with no grooves for the traction tires, the other truck had them. Obviously a screw-up at the factory, I sent them back and they came back with the correct wheels.
Super bass unit shounen have smooth wheels I have santa fe and pennsilvania f3 and f7 it's a factory mistake

I dont get this. This is a free rolling axle, it can have a rubber tire on a wheel designed for a rubber tire and that should have correct diameter. Since its not a driven axle, its not a problem.
I say save the trouble, and slap a tire on it and go have fun. If it bothers you, then show everyone that comes over your super rare super bass unit.

I just checked my superbass santa fe unit. I have solid steel wheels, with no notches for rubber tires... so you do have a rare build variation.
It's a factory mistake.
Wow, The issues are OUT of control. I opened my New Santa Fe set. I won't mention some of the issues. But, the one that really sticks in my mind is the pothole being loose in the box. Ok, shipping? Aperently, not in this case. The loose pothole was stick between the foam top and the plastic protecting the engine. It even indented the top cover. If it had fallen off in transit. It would have been between the plastic. It really does look like it fell off in the factory and someone stuck it in the box. Maybe, they should include a small bottle of glue. It is now worse IMHO then MPC Mexico. Time for some changes starting at the top! The person ultimately responsible.
