I bought both 6-82395 and 6-82394 water tenders. They didn't have the Lionel memory modules. Do they come with them or no?

Did the aux. tenders come with a owners manual? What did it say?
I do not own a BB or any aux. tenders so I am wondering other than assigning a engine number to the tender what else do you have to do? Do you have to run them as a train in Legacy? Or do you assign them with the same engine number as the BB?
I tried to look up the owners manual on Lionel's website but did not find one.

My commemorative edition did not come with a Legacy Module either.
I don't really see the need for one to be honest, based on limited functionality (rear headlight and electro-coupler).

The manual says assign them an engine number and make it a steam engine. Put it in a lash up with the Big Boy. Mine works great.
