I have one I bought at a Greenberg show many years ago. Great car! From what I remember, it was done for a TCA national convention when it was held in Pittsburgh.

The Redman figure actually came with each car I believe, though there may have been extra figures given away as one of the banquet table prizes. (and perhaps even other methods - I have this vague thought that I might have gotten one along with a commemorative plate at the TCA museum at a later time)
This was the 2004 50th Anniversary Convention in Pittsburgh.
If memory serves this was intended as an add-on car to the 50th anniversary FM sets they offered that same year. There was supposed to be a similar level of scale car offered each year for I think the next 10 years (guess this year would be the last, but I'll admit I've not folowed too closely in recent years)

There was a very funny story that went along with why Lou was paired with the Harmony car. As ledgend has it, in his younger years he came across a very scarce 200 series (I think) Lionel milk car specially made for the dairy. It contained milk cans attached inside. Thinking that some young railroader had put them in there, Lou proceeded to remove them and toss the cans, only to find out later about the scarce variation!
I thought Harmony Creamery was a rare Ives car. Chuck Brasher the Standard Gauge collector in California has one.

That car is in the John Desantis collection in Pittsburgh,PA. From that comes the Lou Redman phrase "leave it alone".
The division also did a #6-52340 Train Orders Building with a Lou figure
