i know one could make snow on their layout but how would one make it foggy and rainy
see in the future there is lots of fog and rain even in California
plus how would i make a scene of a flying car landing in front of the cafe 80s
or doc and Marty landing in the alley way

Fog machines are very common with Halloween displays. You can pick one up for about $40. It might be tolerable for a few seconds.
As for rain? Don't think you want to even go there.....
Rand Hood in a early 90's issue of modelrailroader had a interesting idea for modeling rainy weather. With a backdrop that even had simulated lightening. If I get a fee mins ill go through my issues and find the date for ya. I have always been interested in this idea. The puddles imo would be a awesome element on a eye level layout. Along with the clouds and gloom. Mike confello(spelling?) Also has a amazing winter layout that has been fetured in the model railroading press for awhile. Looks amazing

Yes, go with thunder, lightning, clouds, even fog, but forget the rain! 
That Broadway set up is cool. The key would be intergrating it in a way that isn't cheesy. Have a styrene backdrop etched with lighting bolts and have the leds behind it so you get the strike effects. Douse everything in gloss medium and some puddles. Would be very coolcool
