I am working on a project - a seashore scene - with blue waves ~ roughly 4 ft. wide by 5 ft. long. It is a temporary scene on living room floor. After water scene is done - I will place bridge on pylons with train on bridge.  I am not considering resin materials due to temporary status. Anyone have any crafty ideas? I can only surmise using some craft paper - cellophane - or cardstock cut in shape of waves - then painted blue - and staggered from front to back.

To create a water scene on the club's modular layout, I started with 2" pink insulation foam. To create the water effect, I used premixed dry wall spackling compound. I used a spatula to make the "Waves"; sort of like icing a cake. Using a variety of blue, green, white acrylic paints, the top was painted to simulate the water surface. "Real Water" was used to create the water effect. At the very least you could use glossy clearcoat to simulate the surface.
