This was a big gripe when the locomotive came out.
I believe the only way to turn it off is to disconnect it.

If I remember correctly the lionel update to the legacy base/remote to V 1.52 adds an on/off for mars light as well as other features for newer engines.
If you are running the 1.5 software,heres a thread on accessing the auxillary lighting enu to turn off the warning light.
It cannot be turned off in TMCC or conventionally, additionally, even though it is turned off via legcay it will default to on. You merely have to shut it off gain via the keypad after power up.
