Marx 1249 Transformer Question | O Gauge Railroading On Line Forum

I'm now the owner and operator of a Marx store display. One thing interesting I noticed whilst operating the locomotive: The Marx 1249 transformer doesn't throttle down all the way to off unless you give the lever an extra push. Was this a deliberate feature so as not to trip the E-unit when the train was stopped? Or is this just an interesting coincidence?

That one has a voltage range of 7-13 volts so on it's best day, it should not drop to zero, but 6-7 V should allow the reverse to cycle.
