If your other DCS engines load OK, then the problem is almost certainly with the engine.
Exactly what happens when you attempt to add the engine? Please be specific, i.e., what you do and what is the remote's exact response.
Has anyone purchased the MTH 20-20169-1 CSX Dash-8 with PS-2/PS-3? I bought this on Ebay but I cannot "Read" the engine on my test track using the MTH 50-1001 DCS Command system. I am using a MTH 50-1003 TIU (revision L) and a rev 4.2 Hand-Held. I have successfully added other MTH PS-2 engines to my controller using this same setup.

I tell anyone having issues with PS3 engines is to always check the switches before trying to load the engine into DCS. Specifically, out of the box the DCC/DCS switch is set to DCC. You must place the switch into the DCS position before trying to add it it in the remote. Good luck.
The CSX Dash-8 engine was set to DCC when I received it from the seller.
I had to change the switch to DCS.
Strangely the seller told me that the engine was tested before it was shipped?

Are you using a programming track with no other engines receiving power anywhere on the layout?
I have a specific programming track (test track) that I use to program other PS-2 engines without any problems.
I have a similar engine painted as the presidential model. One thing as posted here, throw each switch a couple of times to make sure it's fully reaching the selection you want. Also, the programming track worked for me. Power up for at least a minute first.
Try the engine in conventional to see if it works to help isolate the problem.
Since you bought this second hand, did you perform a factory reset prior to attempting to add the engine to your remote?
Try running it conventionnally on your test track after making sure the switches are in the right position. Does it start up with sounds after about 20-30 secs to charge the capacitor. G
