MTH Baldwin AS-616 Question

I noticed that MTH is making another run of Baldwin AS-616's. I was wondering what the pre-order deadline is for these? Also, will they be able to operate on O-31? Because when looking at the website, the older runs were listed as O-42, while these are O-31.
