I downloaded the new MTH DCS App from the Apple Store, however, it does not add engines and I was never billed for it.
If I delete the app from my phone, it remains in the cloud so I can't got back to the Apple Store to try to download the app again. The problem may be how to delete the app from the cloud - may be a glitch in the app software that does not completely download and bill the customer.

First, the app that you downloaded is a limited-function, free version. You can upgrade it, and be charged appropriately, from within the app itself.
Second, the app requires an MTH #50-1034 Wireless Interface Unit (WIU) to be used to add and control engines, or anything else.
Third, you can delete and re-download any app from the Apple iTunes App Store as many times as you desire.
Do you currently have a WIU?

Barry, our set up is just fine as Matt and I run the app with no problems. Will work on Bob's phone this weekend.
