Hi,
I just received a used TIU Rev L, looks brand new, never used. This may be a dumb question but does anyone know what these hot glued THINGS are? I have never seen this. Please see attached photos. Things in question are circled in red.

Look like volt and amp meters to me.
Really? Sure doesn't look factory installed? I haven't plugged it in so not sure if its functional.
That is definitely not factory, but does look like volt meters, one for each channel
i agree if definately looks like volt meters probably one for each of the 4 channels, does it work?

Put some power to it, I suspect you'll find out what the meters do.
I hook it up to my test track, power to fixed in 1, fixed out 1 to track turned on power 18 volts. Top LED (green) 0.00, bottom LED (red) 0.00? Added an engine ran back and forth, just 0.00?
It works, fixed 1&2.
Is it of any particular importance or use...is it just decoration?
Thanks for any kind response.
I have one of those meters on my bench. I forget it's specs. Mine is voltage only. There's probably other models.
Someone probably started to connect them and messed it up? There's only a pair of wires to connect. Mine are fairly short though. So I imagine someone had to add more wire to connect them to the outputs or got it wrong?
If it weren't for the added LED's, it looks brand new. I can't imagine why the previous owner would mess with the unit for cosmetic reasons. With the initial testing it functions as expected on both fixed channels. As curious as I might be, I have have no intention to open it.
This forum is populated by guys who are always wanting to make something better...kind'a like those who have to work on a perfectly good automobile...make it just a little better.
Since it's hot glue, it's pretty easy to remove those meters and return it to a stock configuration.
You are probably right, that being the case, I really have no idea what is going on inside. It doesn't seem to affect the functions & it works ok so far. The hot glue sure makes it look like an amateur modification. I'm not qualified to mess with it but at some point I may have a tech check it out.
