The CW-80 is at fault. The horn and bell buttons have delayed reactions that prevent it from issuing the half-second timed pulses needed to activate those features.
Try getting an MTH Z-1000. That transformer's horn/bell buttons will output their signals for exactly as long as you press the buttons, allowing you to set modes (as well as take the train out of speed-control mode, which is probably why it's running sluggish)

Best bet is to get them directly from MTH. Or if you want to pay more any MTH Authorized Service rep can get them for you

Yes, the Z-1000 is what I used to run my subways, and with the exception of the heavier Premier versions, ran two sets hitched together just fine.
