Wow, now that is odd looks like an issue of some sort with the removable coal load. It looks like the coal load is part of the car.
Yes, no coal load in all 4 cars. But some sort of load in each 1
These Pennsy cars from the 2023 v1 catalog have iron ore loads (flap on the box is generic 'copy/paste' job). Due to the weight of the ore compared to coal, the cars would have had small loads. Below is the link to the matching "Iron Hippo" set with more info:

Thank you for clarifying it. Just seemed odd it says removable coal load on boxes
It looks like partially melted plastic pellets that make up the car body.
I can’t tell from those bad photos but should I even bother to ask if Lionel didn’t paint them traffic cone orange?

Yes the Pennsy did not have ore cars until very late, but hauled a lot of ore. They hauled it in coal hoppers. Even the H21 4 bays have been seen hauling ore. Because of the weight, it was a much smaller load.
Almost as orange as the box it came in!

I say they're ok to me, I don't have professional lighting. But they're not actually orange like the orange ones from previous run.
