They look so great...why didn't Amtrak just use these to replaced the HHP's?

Not sure what you are suggesting, but Amtrak appears to have wanted today's technology.
Offhand I don't know either, but I know some of the electrical catenary for the older Pennsylvania and Reading railroads used 25 hertz or cycles equipment.
It is possible that the CNJ electric engine used 25 hertz equipment and Amtrak wanted modern 60 hertz equipment.

The ALP 46 and the ACS 64 can both run on 60hz or 25 hz AC. I can't really say any of these engines look "good". They all look like a block of Velveeta with wheels under it.
Not sure as to the power stuff but the NJT electrics are very new and similar to the European ones. MTH models these.
