Can someone tell me when New York Central changed over from Lightning Stripe to the Cigar Band scheme? It seems there is a lot of overlap. I can't find any firm division.

Although I haven't taken the time to look myself, I'll bet the New York Central Historical Society would be the best place to find out.

As I seem to remember, started seeing the Cigar Band in late 1950's. But that is reaching back in memories so no bets late 50's vs. very early 60's.

The cigar band paint scheme for locomotives appears to have been phased in from 1960 to 1962.
If you look at the NYC Odyssey videos, "Winter 1961" was the first sighting of a Cigar Band painted unit; an E8 in the video...
