My new Lionel CC Orbitor alco's horn will only blow when the train is in neutral. I can blow the horn in neutral and as soon as I start it moving it won't blow. The bell works fine. I am using a z4000 with the Lionel sound activation button to make my CC locos whistles/horns blow. Any ideas?

Still working on that horn? What happens when you push the sound activation button, and the buttons on the Z4000? Does all of them turn the bell on? Is the lighted caboose also on the track?
Chuck,
I have 2 Lionel sound activation buttons wired in one for the horn and 1 for the bell because the early CC sets won't work with the Z4K. Yes I do have the lighted caboose on track. It won't respond at all to just the Z4K horn button.
Brad,
will the horn sound when you reverse the leads to the track?
I just re-read your post, and reversing the leads won't help. Will it work with a couple of lighted cars on the track? If it still doesn't work, there is something not right with the sound circuit board. Call Lionel and get a RA for return, or have a service station swap out boards.
Chuck,
It likes having a lighted passenger car on the track. It works very consistently with the passenger car.
You might try adding a lighted lockon or a lighted bumper to your track.
