I've had good luck with MicroMark's Detail Tack regluing the paper on an old roller coaster toy my wife bought. Both sides had a large sheet of printed paper that had come loose. I spread it on, let it get tacky and smoothed the paper on. Held great, no wrinkles. Its a ;useful product to have around but I would try it with your paper.
While I used to use Scotch 77, I was very disappointed with its performance when gluing Bristol Board to green foam to make the streets in my town. It held for a while and then started peeling up at the edges. It's been a real pain in the butt and has been a constant maintenance headache. I'm now using High Strength Scotch 99 spray. It's supposed to be much better. We'll see...
