Found out through testing I have 2 potentiometers that when fully turned on stop engine from functioning. So I backed off both about halfway. Engines now work but sound is low. Question can potentiometer be bypassed for full volume without any negative effects? I never thought that potentiometer would stop engine from functioning.

Something else is amiss if the volume pot position is causing operational issues! I'd bet money if you "bypass" them, you'll have the same issue. If they're connected properly to the PS/1 board, my guess is you have a board problem.
unless maybe one side of the potentiometer is touching ground ? doesn't make any sense i would check potentiometer to ground with ohm meter with board disconnected for continuity or short !

Sure, just tie the high side and middle wire together, you get full volume. That's even recommended in the PS/2 and PS/3 upgrade kits if you don't want to use a pot.
