#2034020 was starting up under TMCC, but when placed in neutral, loses its TMCC connection, and needs power shut down. Upon repowering, it will behave appropriately, until left in neutral. Now it doesn’t respond to TMCC with powering on & off. Justs sits there. Any ideas, please?

I have that locomotive.  I’m assuming you bought it new.   This happened to me.  Carefully remove the pantographs and clean the center post on the locomotive shell that connects to the pantograph with mineral and wipe thoroughly with a dry microfiber cloth.  Replace the pantographs and tray it again. This solved my issue but, yours may have a different issue.  It’s worth a try.

I cleaned the wheels and rollers, and it’s behaving for the time being.

I’m not using catenary?

Yes but I believe the pantographs are part of the antenna for the TMCC / Legacy radio signal.  I guess the hypothesis is that your loco is losing the signal and just stops in place.

I never understood why Lionel didn't give users an option in the TMCC receiver, such that in the event of signal loss it's up to the user whether the loco will stop, or keep going at the last commanded speed.  It seems like the latter option would reduce frustration, and if you really have to stop it, you can always cut track power.
