I recently reloaded the sound file for a older PS 2 5volt engine to resolve a runaway speed problem, would the restore function on the updated DCS  have done the same?  Does restore work the same? Also, how do I power up the TIU using the auxillary power port, would the battery recharger do it?   Thanks

No, they are two completely different things. You swapped in a new engine sound file, the Restore function replaces the contents of the DCS Remote.

You need to use a 1-1.5 amp AC or DC power supply. The battery charger won't do it.
