The latest catalog shows on the Lion Chief matrix that Lion Chief+ will run under Bluetooth and thus the app. But the older catalogs (2016 for example) lists Lion Chief+ equipment, but makes no mention of Bluetooth. So my question is will older Lion Chief equipment (2016) run via the app? Or is the matrix only refering to newer LC+ locomotives?

The LC Plus locos have evolved: (best of my recollection)
First: LC remote + conventional only
Then: add the Universal Remote
Next: add Bluetooth- phones and tablets via Lion Chief App
Next: added (LC Plus 2.0)- TMCC, voice control
Latest: control as well using Legacy Cab
I'm 99% sure that the answer is No; early LC+, like those in the 2016 Lionel catalogue, did not have Bluetooth and, therefore, cannot be run using the LC App.
The only way to run the older LC+ with the app is by using the Lionel Universal Remote in Hotspot mode. This receives the BT signal and converts it to the LC+ RF signal and sends it out.
