Repainting 156 station platform

I have a 156 station platform- prewar I believe- that someone at some point painted. Now the paint they used, as well as the original paint is mostly flaked off, leaving black plastic underneath. This looks like bakelite to me.

Has anyone had any experience repainting this? The plastic seems a little shiny/oily/resistant, which is what makes me think it is bakelite, and I am wondering if typical rattle can primers will stick to it.Mybe I'll just use some solvents and fine sandpaper on it?
