Your comment about the Grafton and Upton sounds much like the restoration project in the Farmingdale-Freehold area of NJ.

Until last year there was one train a week on the Conrail secondary through Farmingdale. Conrail had cutoff the PRR Connection to Freehold. Approximately 10 grade crossings were paved over.
In 2023 the Chesapeake & Delaware restored all the grade crossings reconnecting Freehold to Farmingdale. Just recently they restored the Wye.
There are now several trains a week and it’s still growing.
There was a Golden Spike ceremony on 10/13/23.
