Here is a list of the O Gauge circus items, and I don't see the one you mentioned.
Lionel 6-22126 expansion pack had a tiger car 6-21610 is the Lions and tigers animals
I saw a K-Line heavyweight coach with the painting on the side
I just saw on the news recently that Ringling Bros Circus is closing down after 146 years!

K-line by lionel made the Lions Tigers & Bears Baggage Car K4416-0100. It is a heavyweight baggage car. Kind of hard to find compared to the other circus cars. It is in the RIngling colors but dose not have the Ringling name. It is my understanding that K-line had the licensing agreement with Ringling. When Lionel took over K-line they copied the color scheme but called them 'circus transportation railroad' to get around the licensing hurdle. I almost have the full set of heavyweight cars by both K-line and K-line by Lionel, they mix well together.
This hobby will be one of the few ways to keep American circus history alive, now that the "biggie" of them all--Ringling Bros.--is going belly-up. I imagine some of the manufacturers will be taking a look at producing some more circus equipment. That area has been somewhat ignored since K-Line left the scene.
Here is what mine looks like without the Ringling logo K4416-0100. I have never seen one with the Ringling logo like in the catalog. Dose anyone have one?
First time posting photo hope it turns out..

correction - "Lions & Tigers" forget the bears!
Just before the announcement that Ringling was closing I upgraded my circus display with 3 k-line by Lionel box cars and the lighted clown refer. I could not find any "o" gauge decals, but found a "H/O" set o e-bay, which you can see turned out to be perfect for "O". I took the K-line Circus Transport flat cars and made them into Ringling Bothers. I also added the decal to the truck with the Giraffe in it. As you can see from some of the pictures there is a lack of "supervision" of the animals in some areas.
