I asked them on their FaceBook page about the caps. They replied that they are required by law to use those caps.
Considering that only Testors enamel thinner and airbrush thinner come with those caps, but not any of their other colors, I wonder if it's the size of the bottle which requires the child proof caps. All of Testor's paints come in either 1/4 oz or 1/2 bottles, but the thinners come in 1 oz bottles. Scalecoat also comes in either 1 oz or 2 oz bottles, which makes me think that is the case.
Of course, I have found that by using a large pliers I can remove the child proof cap from my bottles. Beneath the child proof cap is a convention plastic cap.
