Hi,  I have a coupe MTH deisels with the smoke unit running off the DCC current coming to the tracks thru my NCE system.  But my smoke units only have a heating element and a fan....no tachmeter feature.

I had to put a resister in line to each because both the fan and the heating element were designed to run on something like 6 volts.  I measured what was going to the two features before I removed it from the factory set up.  I can't recall the resister value but will get it for you if you want...but not sure if it would be correct for the MTH unit you have.

The resister part was easy for my application.  Find an output on your decoder that can configured for on/off and connect your relay to it....like classification or engine lights.  When you turn the relay "on"  that activates the relay .    You only need a single pole / single throw relay but you have to be certain that the relay current draw will be within operating range for the decoder you are using....you should be able to find out how much current each output can handle in your manual.

Not sure about the tach feature.  Maybe MTH tech guys can help if you call them.  They were helpful with my basic questions a few years back.
