I have an MPC Preamble Express (it runs) that I do not care for at all. Should I sell it or would there ever be a need for any of its parts?
I realize this is totally up to me, but I imagine it would not sell for much anyway.

Sell it, someone may it for their collection.
How does it look? It could be sold because it is commemorative.
Selling it whole would be best. It's a single motor frame (no one wants), single motor power truck (no one wants as it can't be used on a twin motor unit since there is no pickup provision), so your parts market is limited.
I'd say you could sell it for somewhere in the $50-80 range.
ITs still good. Sell it!
In the weird world of train resale, sometimes a chassis without a shell will sell for more than a complete engine with a bad cab. If you do sell, I suggest providing some pictures with the shell off so people can see how clean the chassis is.
I'd keep it for parts.
If you decide to sell, what do you want for it? I have a replacement shell for it.
FWIW, I used the motor out of an old MPC unit for my dual-motor Phantom upgrade.

The Preamble express was an uncataloged item. I don't think I've seen a flyer for it either. I like the engine, but it has never seemed to be popular. One drawback is the white paint. It gets dirty easily and does not clean well.
They left the factory with one motor, no horn, and a traction tire power truck with Zamac wheels.
Lionel did not make any dummies. I would guess that some folks made their own by putting extra shells on a dummy frame. I think somebody had B units custom painted.
I got some extra bodies from Andy Kriswalus. I think he bought the whole engine as dead stock and parted them out. He had all sorts of F3 parts.
Update: the 8568 Preamble Express was advertised in the 1975 Liberty Special folder.
