Has anyone replaced the smoke unit in a Williams J class steamer to a fan driven? If so, could you shed light on how it is done?

I use the MTH AA-0000070 steam smoke unit for a majority of my upgrades. In special cases I also use the smaller MTH single resistor smoke unit.

I am starting a similar upgrade a Weaver GS-2 with sleuth smoke unit. Do I need to change the voltage going to smoke unit (are they a standard voltage)?
Nothing really "standard" about the voltage to smoke units, it depends on which one you're using. If you use the MTH smoke unit for a TMCC upgrade, you need to change the resistors for a single resistor of no less than 20 ohms, and you can obviously go higher to the 27 ohm value that's standard for TMCC locomotives without voltage regulators.
John, are you just using a spring to hold it up, I use an MTH mounting bracket on my Williams J , I had to modify it a little but worked really well. The spring looks much simpler
The spring is more than sufficient. I JB-Weld them to the bottom of the smoke unit, and they hold just fine. With the MTH smoke units, I can solder the stack extension brass tube to the threaded ferrule and remove that for easy removal of the smoke unit for service.
