Your module looks like a solar panel to me. Why couldn’t you put it on the roof of a building and possible frame around it to hide the sides. This is probably a crazy idea but I am just throwing it out there.

I see that one of the first post you got had a similar idea. If you covered the board with some screen material like what is used for a fence it could look like a more convincing panel.

Not many solar panels around in the 1950's.   Also, I want to put numbers on it to be able to identify the whisker tracks.

What about a pile of RR ties. You can get them from Ross. You can model them as new replacements or distress them a bit as ones that were pulled up.  You can bury the circuit board in an opening. Just cut a bunch of short ones to hide the board so only the screen shows.  

My other idea. Is place a old wooden boxcar with the trucks removed up on blocks. Slide the door open so the screen is visible. These were often used for storage of things. Put plenty of rr. clutter around and some steps going up.
