The tender backup light started blinking this morning on my 11146 1225 PM berkshire
Any suggestions or ideas what may be happening ?

Hi Joe
Define blinking , meaning is it blinking very fast like flickering. This would most likely be dirty rollers, wheels, or a loose wire on the trucks. Need to define blinking

I own one of the PM versions with the PE tender. Mine blinked for awhile and eventually went out.
I contacted Lionel when my loco was still under warranty .
Theres was an issue with the LED, and they sent out a new bulb and wire harness .
I plugged in the replacement and never had the issue again.
Heres the replacement on the parts list for your 11146 it shows "out of stock".
Heres the replacement for my 11204 PE tender, its still in stock and shows a PCB added. I believe its the PCB that fixed the issue:
Either way I'd call Lionel, or possibly get in touch with Mike Reagan to verify the correct replacement, as these were produced under his watch.

Contacted Lionel and they said to put part 691R45200 in line with the backup light ???
Sounds simple - does it matter which lead from the led I use

Yep - had the same issue with a Legacy PRR M1b - sent it back and now the light after 4 minutes slowly fades out after power up. 
Oooops - typed in the wrong Lionel number
Should be 691R450200
