Didn't know about the show. What was the context of this scene? Model Railroad in the show?
There is no model railroad in the show. but they have "outside" shots of a lot of scenes from the show that look like they were all modeled in o scale.
Its basically a satire of the epic television miniseries of the 80's. Its really funny with a great cast.

I noticed that in the subway billboards. It looks very tongue in cheek. In the add it looks like one of the characters is a mannequin .
