There is a problem with the forum software. If I log on using my ipad, a red band appears and tells me my time zone has changed. This is due to me traveling and the forum software is correct. If I click the band and select don't change time zone, nothing happens and the red bar stays on my screen blocking site navigation. So I have to hit change time zone. The next time I log on with my laptop, the same thing happens. Its not that big of a deal but it is an issue with your forum software.

I think you will find that the time zone bar will come up on the screen of your iPad on ANY web site if you change time zones. It is an iPad feature, not a feature of the forum software.

I see this all the time on my IPad when traveling. It comes up in the browser window no matter what web site I may be visiting at the time.

I can't speak to the iPad part, but Rich's response made it sound like the red bar is not at all related to the forum.

I have seen the red bar on PCs when I change the time zone, so at least one red bar is based on the forum software. I can't say if the iPad has a similar one. (I only see the red bar on this web site)

A few times I've noted the "x" to dismiss the banner doesn't show up, but since I know roughly where it is I can guess and then click when my cursor changes. (this last part may be based on my remoting in, as I've seen other graphic issues from time to time when using remote desktop)
