Has anyone been to this museum and if so how was your experience? Also are all the cars outdoors or inside? I am asking because of the heat this time of the year.

Probably The National Museum of Transportation in St. Louis. Would help if OPs would not do confusing things like this.
I think the world and the reading public would be much better served if writers would quit using initials for entities they think are widely known. They are not - just in the writer's tiny universe.
There are indoor automobile displays in an air conditioned building. There are also locomotives and passenger cars under cover. The main building is air conditioned too and has some displays. It can be hot, but there is plenty of shade. They have passenger car tours, miniature train rides and a trolley or street car to ride as well. Those are not available every day, best to check the website before you go. Have a nice visit!

I have to admit, I did wonder if it had something to do with Transportation in Tennessee.
